Foreign tourists may be able to recover value-added tax and individual consumption tax on eligible purchases made at participating tax-refund stores in South Korea. A “tax-free” sign alone does not mean every shopper, item or transaction qualifies, and a refund may require more than keeping the receipt.
Tax refund in one minute
- Confirm that the shop participates in the tourist tax-refund system.
- Show your passport when requested and obtain the correct refund voucher or immediate-refund record.
- Keep the purchased goods, passport, receipt and refund documents together.
- Complete any required customs export confirmation before departure.
- Receive the refund through the available counter, kiosk, mobile, mailbox or card method.
Who can qualify?
Eligibility depends on your visitor status, period of stay, the participating store, the goods, purchase amount and whether the items leave Korea within the required period. Do not rely on a general internet checklist for an unusual case. Ask the shop before payment and check the current official guide.
The current VISITKOREA comprehensive guide states that general airport, mailbox and mobile refund routes are available for eligible purchases of KRW 15,000 or more. Limits and conditions also apply to immediate and downtown refunds, and rules can change.
Immediate refund vs general refund
Immediate tax refund
At a participating store, eligible tax is deducted when you pay. Present the required passport or approved identity method before the transaction is completed. A normal purchase at a nonparticipating register cannot automatically be converted into an immediate refund later.
General tax refund
You first pay the tax-inclusive price and receive a refund voucher. Depending on the service and departure point, you may claim through a downtown counter, airport counter, kiosk, mobile process or mailbox. Some routes still require customs confirmation that the goods are being taken out of Korea.
What should you keep?
- Your passport
- The original receipt and tax-refund voucher
- The purchased goods, preferably unused and available for inspection
- The payment card used for the purchase when requested
- Any app confirmation or kiosk record
Place refund documents in your carry-on bag. If customs may need to inspect an item, do not check the baggage containing it until you understand the procedure at your departure airport.
At the airport or port
Allow extra time. The order of customs confirmation, baggage check-in, security and refund collection can depend on the airport, terminal, item value and refund operator. Follow the signs and current instructions at your departure point rather than assuming every airport uses the same sequence.
Downtown booths may process only their own refund company, while airport and port counters can handle a wider range. A refund to a card may take time to appear after processing.
Common reasons a refund fails
- The store or register does not participate.
- The purchase amount or shopper does not meet the current eligibility rules.
- The receipt or refund voucher is missing.
- The goods cannot be presented when customs asks to inspect them.
- The traveler misses the customs step or arrives after the counter closes.
- The item was consumed, opened or otherwise does not qualify for export treatment.
Practical shopping checklist
Before paying, ask “Is tourist tax refund available?” and whether it is immediate or requires a later claim. Confirm the refund operator printed on the voucher. Photograph the receipt as a backup, but keep the original. On the day before departure, group documents by refund company and check your airport terminal’s current procedure.
